Minister for Tourism Shri G. Kishan Reddy chaired the BRICS Tourism Ministers’ Meeting on 13 July 2021, as part of India’s BRICS Chairship. The meeting reviewed the practical cooperation among BRICS countries in the field of tourism and shared important initiatives in the BRICS tourism sector to cope with the COVID-19. The Ministers of all the member countries viz. Brazil, Russia, India, China and South Africa participated in the meeting. The Vice Minister of Culture and Tourism of the People's Republic of China Zhang Xu attended the meeting.

In his speech, Zhang Xu pointed out that China's domestic vaccination has been fully rolled out, the construction of the immunization barrier has been accelerated, the situation of epidemic prevention and control is stable and positive, and the willingness of residents to travel and consumer confidence has gradually increased. China will, according to the development of the global epidemic situation, timely study the opening of inbound and outbound tourism programs, and explore with all parties to establish an international mutual recognition mechanism of health codes based on nucleic acid test results, in the form of internationally accepted two-dimensional codes, to explore a feasible path for tourism recovery under the epidemic.

Zhang Xu put forward three suggestions on deepening exchanges and cooperation in the field of tourism in BRICS countries: first, insist on precise relief and training of talent teams; second, encourage green tourism and promote sustainable development; third, strengthen integrated development and reshape development momentum. Zhang Xu said that China is willing to share China's development dividend and development opportunities with other countries, and work with the majority of developing countries and emerging markets, including the BRICS countries, to strengthen policy docking, facilitate the flow of people, promote the post-epidemic recovery of tourism, and promote sustainable and high-quality development of tourism.

The delegates agreed that strengthening mutually beneficial cooperation in the field of tourism among BRICS countries will help rebuild confidence in international tourism and promote post-epidemic recovery of tourism. The meeting adopted the outcome document "Communiqué of BRICS Tourism Ministers Meeting".
